The SIE Fund has been funding the “Smart Silver” Digital Inclusion Programme for Elders since December 2024 to provide the elderly (particularly singleton or doubleton elderly living in old districts and public housing) with technical support and basic training on digital technologies. It covers topics such as smartphone operation know-how, the use of digital government services (e.g. iAM Smart and other common government mobile applications), artificial intelligence and cybersecurity, etc., to enhance capability of the elderly in adopting digital technologies so that they can enjoy the benefits brought about by digital technologies and integrate into the digital society.

The Government, through the SIE Fund, has allocated funding to support 12 district service organisations in setting up community digital support stations across all 18 districts to provide technical support and training on digital technologies for the elderly. The implementing organisations will deploy experienced staff or volunteers to these community digital support stations to provide personalised technical support to the elderly. In terms of digital training, the implementing organisations will use simple and easy-to-understand methods to teach the elderly practical mobile applications and digital services for daily life, including how to download and register as a "iAM Smart" user, book venues under the Leisure and Cultural Services Department, check medical appointment information, operate other common government mobile applications, and learn about cybersecurity.

The SIE Fund maintains connections with various government departments, the innovation and technology industry, and district organisations through different channels to explore collaborative methods to expand the reach of the “Smart Silver” Programme. Additionally, the Fund actively reaches out to various District Councils (DC) to introduce the programme details, encourage collaboration between DC members and implementing organisations, and leverage their community networks to further engage more elderly people, thereby enhancing the programme's social impact.

SIE Fund invites proposals for implementation of new round of "Smart Silver" Digital Inclusion Programme
The first round of the “Smart Silver” Digital Inclusion Programme for Elders (Programme) will end in December 2026 and a new round of the Programme will run from January 2027 to December 2028. The SIE Fund is inviting proposals from interested organisations/ institutions for the implementation of the new round of the Programme. An applicant must be registered on the list of charitable institutions and trusts of a public character, which are exempt from tax under Section 88 of the Inland Revenue Ordinance (Cap. 112).
The new round of the Programme aims to provide technical support and basic training on digital technologies for the elderly as well as other people in need. The Programme will focus on assisting the public in using mobile applications and e-services, including major digital government services, artificial intelligence, daily life applications, anti-fraud awareness, and the online self-learning platform "Smart Silver" Elderly IT Learning Portal. The appointed implementing organisations will enhance the support for the elderly in sub-districts, rural areas, and islands through community collaboration, and will also organise digital training activities to meet the needs of ethnic minorities.

The SIE Fund has prepared the invitation brief setting out the service requirements, eligibility, assessment criteria, submission arrangements and notes to applicants. Briefing Session
An online briefing session for this invitation exercise will be organised at 3:30 p.m. on 23 June 2026 (Tuesday). Interested institutions / organisations may complete the enrolment form attached below and return it to the Secretariat by email (siefund@digitalpolicy.gov.hk) by 5:00 p.m. on 18 June 2026 (Thursday). Confirmation email with briefing details will be sent to the registered email nearer the time.

Submission of Application
All submitted application documents must be placed in a sealed envelope clearly marked "The Social Innovation and Entrepreneurship Development Fund – Proposal for the 'Smart Silver' Digital Inclusion Programme (2027-2028)", and must reach the Digital Policy Office at 14/F, Treasury Building, 3 Tonkin Street West, Cheung Sha Wan, Kowloon, at or before 12:00 noon on 7 August 2026 (Friday).
