Professor Stephen Cheung Yan-leung joined The Hong Kong Institute of Education (HKIEd) (now The Education University of Hong Kong) in 2013 as President and Chair Professor of Public Policy. (That is why staff working at the SIE Fund Task Force Secretariat like to address him as '校長' - which is the title 'President' in Chinese.)

Before joining HKIEd, Professor Cheung was Dean and Chair Professor of Finance, School of Business at the Hong Kong Baptist University. He was also Convenor of the Business Advisory Committee at the university and participated in the accreditation and assessment of undergraduate, research and graduate programmes, academic development and strategic development.

Professor Cheung is highly active in academic research, focusing on corporate governance, corporate social responsibility and financial market development, and publishes widely in international refereed journals. He is also a prolific writer, contributing numerous articles to Chinese, English, Japanese and French newspapers and magazines.

Professor Cheung has participated actively in a wide range of community services. Besides serving as a member of the Commission on Poverty and the Chairperson of the SIE Fund Task Force, he also chairs the Supervisory Committee of the Asian Bond Fund Hong Kong Bond Index Fund of the Hong Kong Monetary Authority, and the Nursing and Midwifery Sub-Group of the Steering Committee on Strategic Review on Healthcare Manpower Planning and Professional Development. In past years, Professor Cheung held a number of other public offices. He was the Chairman of the Hong Kong Committee for Pacific Economic Cooperation and the Consultation Panel of the West Kowloon Cultural District Authority, and also a Part-time Member of the Central Policy Unit.

Expectation towards Social Innovation and the SIE Fund

"Hong Kong has already established itself as a city of diverse culture respecting equality and competitiveness. We want also to envision a Hong Kong that supports the sustainability and growth of all sectors including the social sector.

The motivation behind the social innovation and social entrepreneurship development is to encourage civic efforts to provide solutions to address social issues. What Hong Kong now needs is to encourage more creative and innovative energies to be poured in to this newly developed sector. The combined entrepreneurial, flexible and creative spirit is the cornerstone of building Hong Kong to its present status of an international financial city. I am confident that the foresight of encouraging social innovation and social entrepreneurship through multi-sector collaboration will definitely reap good results and Hong Kong may become the pioneer in building a new social investment market in Asia with everyone's efforts."
